Same build-out, three counties, three checklists.
The prototype does not change at the county line. The use group and the sign code do, and so does the office that reviews them. We work each store against its own jurisdiction, on the dates already on your opening board.

What your projects run into
- Tenant fit-out building permit
- Zoning and use group verification for the space
- Certificate of occupancy on tenant or use change
- Business license and local trader's registration
- Sign permits under both the county code and the center's criteria
- Fire alarm, sprinkler, and occupant load review
- Accessibility compliance in the permit set
- Entity registration to do business in each state
- Temporary and seasonal use permits for pop-ups
Where the time goes
- Rent starts the day the space is delivered; the use group still has to change before any permit can issue
- Store twelve opening the same week as thirteen and fourteen, in three counties running three checklist editions
- A landlord's sign criteria that fits the center and exceeds the county's coverage limit
Each of those is days or weeks on a calendar you don't control. Handled early, most of them never happen.
We are not a broker and we are not a tenant rep. Nobody here is paid on your lease, which is why a use group problem gets named before you sign it rather than after.
Straight answers
What permits does a new retail store need?
There is no answer that survives the county line. Zoning, building, occupancy, signage, and licensing are five separate offices on five separate clocks, and the store that opens late is usually the one where two of them were assumed to be a single filing. Call with the address and you will have the sequence for that jurisdiction.
We are only changing the name and the paint. Do we still need permits?
Changing the tenant or the use can trigger a filing on its own, with no construction in the scope at all, and the sign almost always carries one. Where that line starts, and what joins it once the space is touched, moves county to county. One call before the paint is ordered settles it for your address.
Can one firm handle openings in several counties?
Yes. Home turf is Maryland, worked county by county. Each store is filed to the requirements in front of it, which is what keeps store fourteen from inheriting store twelve's assumptions.
