Is the plumbing permit part of the building permit?
Rarely. Plumbing and gas run as separate permits under a separate license, and in parts of Maryland a water and sewer commission issues them instead of the county.
Do I need a permit to replace a water heater or a boiler?
Usually — a replacement is still a permitted installation with an inspection attached, and where that stops being true moves county by county. The unpermitted swap surfaces at resale, when it costs more than the permit would have.
Who pays connection and impact fees?
The applicant, at issuance, and they are frequently larger than the permit fee itself. We price them into the filing so the number does not appear for the first time on the day you need the permit.
