Can emergency replacements start before the permit issues?
Some jurisdictions allow an emergency change-out with the permit filed immediately after; others do not, and the inspection happens either way. Which rule applies is a call to make before the tech is on the roof.
What holds up mechanical permits most often?
The unit is rarely the problem; the paperwork riding with it is. Energy code documentation, gas sizing, and rooftop weight each land with a different reviewer, and a set that goes in short on any one of them comes back as a comment letter rather than a phone call.
