Permits & licensing in North Carolina.

North Carolina builds to one statewide code. The North Carolina Building Code Council promulgates it; the Engineering Division of the Office of State Fire Marshal, inside the Department of Insurance, interprets and enforces it — plumbing, electrical, heating and air, fire protection, and general building construction alike.

The permit is local. Chapter 160D, Article 11 puts the building permit, the certificate of compliance and the inspection inside a local inspection department, county or municipal. The state does not leave the sequence to local taste either: Section 107.1 of the North Carolina Administrative Code fixes the inspections every department runs — footing, under slab where it applies, foundation, rough-in, framing, insulation, fire protection on non-residential work, and final.

Counties cover what the municipalities have not taken, and they take municipal work by agreement. Buncombe County inspects the unincorporated county and, under contract, the towns of Biltmore Forest, Weaverville and Woodfin, while Asheville runs its own department inside the city line. Above the code sits licensure: the North Carolina Licensing Board for General Contractors.
