Permits & licenses in Ithaca.

Building permits in Ithaca are municipal. New York's Uniform Fire Prevention and Building Code is in force in every municipality outside New York City by act of the Legislature, written by the State Fire Prevention and Building Code Council, and Executive Law § 381 puts its administration and enforcement, with the State Energy Conservation Construction Code's, in the city, town or village. The building permit, the plan review, the inspection and the certificate of occupancy belong to the code office inside the Ithaca line — not the county's, and not the state's.

  • Inside the city line the Building Division issues building, electrical, demolition, tent and sign permits, performs the inspections, and carries housing inspections and exterior property maintenance; filings run through the city's OpenGov portal.
  • The Town of Ithaca surrounds the city and is a separate code jurisdiction: its Department of Code Enforcement enforces the Uniform Code and the Town of Ithaca Code on its own OpenGov portal, and Bolton Point issues the plumbing permit for a town connection to the public water system.
  • Exterior or site work on a locally designated landmark or inside a local historic district requires a Certificate of Appropriateness under the Landmarks Preservation Ordinance, Chapter 228, reviewed by the Ithaca Landmarks Preservation Commission or city staff; every project the Commission reviews also carries a Building Division permit.
  • The city examines and licenses electricians, registers heating and ventilation contractors, and licenses plumbers under the Director of Planning and Development.

What we clear here

  • Building permits — new construction, fit-outs, renovations
  • Trade permits — electrical, plumbing, gas, mechanical
  • Use & occupancy and the inspections behind it
  • Business & contractor licensing
  • Signs, site work, and right-of-way

How it moves

Your package is reviewed against the current Ithaca submission requirements before it's filed — forms, editions, scales, signatures. Then it's tracked in the queue and carried through comments. A resubmittal means the back of the line; the pre-filing review is there to help keep you out of it. The habit comes from volume: the team has processed 400+ permits annually across Maryland, D.C., and Virginia counters.
